Reasons for Proposal

The current Act stipulates that when the head of a si/gun/gu receives a report on the use of a motorcycle, a license plate for two-wheeled motor vehicles must be attached to and sealed in an easily identifiable area in the rear of the vehicle. 

Meanwhile, the rapid growth of the delivery agency industry due to the increase in the single-person households and the prolonged COVID-19 pandemic has led to a significant rise in the number of two-wheeled motor vehicles used for delivery. As a result, a large number of traffic law violations have occurred, including reckless driving, traffic signal violations, and speeding of two-wheeled delivery motor vehicles, causing a social problem, and thus, it is necessary to strengthen the management of two-wheeled motor vehicles for delivery.

In addition, since the two-wheeled motor vehicles for delivery are at variance with ordinary two-wheeled motor vehicles in terms of quality as the former drive longer distances and carry a higher risk of accidents, some comment that it is necessary to classify the delivery vehicles into a different category from the ordinary two-wheeled vehicles for management. 

Therefore, the Amendment aims to classify the license plate for two-wheeled motor vehicles into a different category from ordinary two-wheeled vehicles, make it mandatory for two-wheeled vehicles used for business purposes such as the small package delivery agency business under the “Life Logistics Service Industry Development Act,” and impose a penalty not exceeding one million won for any violation thereof so as to strengthen the management of two-wheeled vehicles for delivery and enhance traffic safety (Article 49 (1), Article 84 (4) 18-3 newly inserted).
