Reasons for Proposal

The current Act defines the knowledge industry center as a multi-story complex which can be occupied by multiple persons engaged in a manufacturing business, knowledge business, information and communications business and support facilities and states the establishment, support, sale, and occupancy of knowledge industry centers.

However, although types of businesses allowed to occupy a knowledge industry center are limited, there is a lack of legal basis to identify or crack down on occupants from non-eligible businesses. Since there is no limitation about speculative behavior such as re-selling or re-leasing occupancy in a knowledge industry center after receiving or leasing it, the occupancy price increases for companies with real demand.

In this regard, this Act aims to newly insert a provision that bans re-selling and re-leasing for a knowledge industry center to prevent real estate speculation and make it mandatory to periodically check and inspect whether occupants belong to an eligible business to strengthen the management and supervision system for knowledge industry centers (Article 28-4 paragraphs 5 and 6, Article 28-6 paragraphs 5 and 6, Article 51-3, Article 52 paragraph 3, and Article 53 subparagraph 2).
