Reasons for Proposal
The current motor vehicle inspection system has been introduced for efficient vehicle management. Regular vehicle inspections lower air pollution levels by preventing 2,717 tons of greenhouse gases from entering the atmosphere and reduce traffic accidents, which saves 143 lives.
In addition, the motor vehicle inspection system is the only tool to manage mileage history and prevent uninsured drivers with no means to compensate for personal and property damage in a traffic accident from driving.
However, of the 24 million registered vehicles, 1.13 million, or 4.6%, have not been regularly inspected, so the need to improve the inspection system has been raised.
Therefore, this amendment aims to promote efficient vehicle safety management as well as traffic safety by newly inserting a paragraph that allows relevant public officials or safety controllers for motor vehicles to investigate motor vehicles in operation to confirm that they have compulsory vehicle insurance (Article 8, Paragraph 2 newly inserted).
