The current Act, the Road Traffic Act, and other applicable laws require motor vehicles to have a fire extinguisher and warning triangle, but it is required to include rescue/safety items such as an emergency hammer to ensure the safety of motor vehicle users from emergencies like fire and prevent secondary accidents and additional harm.

In this regard, this Act aims to require motor vehicle manufacturers and sellers to install rescue/safety items such as an emergency hammer in motor vehicles, and to impose an administrative fine of up to 20 million won for noncompliance to ensure the protection of motor vehicles and their users and ensure traffic safety (Article 29-4 and Article 84 paragraph 1 subparagraph 1-2 newly inserted).
