Reason for proposal and main contents
In order to secure objectivity and credibility of safety and maintenance of facilities, it is needed to restrict participants of design, construction, and supervision from precise safety inspection of corresponding facilities but related regulations are insufficient.
Therefore, it is intended to seek for public safety by securing objectivity and credibility of facility safety work by prescribing that the subject of management cannot consign safety check, precise safety inspection, emergency safety check, and performance evaluation work of facilities to the person who designed, constructed, or supervised corresponding facilities (Article 44-2 of draft).
