Reasons for Proposal and Major Provisions


The current Act requires any person who implements a housing construction project to meet personnel and material requirements, such as capital, technical human resources, and office size, and to file a registration with the Minister of Land, Infrastructure and Transport. It prescribes grounds for disqualification and deregistration of registered project operators to ensure strict management of housing construction project operators. 

In order to build high quality housing and achieve sound development of the housing industry, housing construction project operators must enhance their ethical awareness and understanding of laws concerning housing construction projects. However, the current Act does not prescribe matters concerning legally prescribed training, and some have suggested a need to introduce a course completion requirement for housing construction project operators.

Accordingly, the Amendment requires any person who has registered a housing construction project to receive education on housing construction projects administered by the Minister of Land, Infrastructure and Transport within six months of the date of registration, thereby aiming to enhance the ethical awareness of housing construction project operators, facilitate the smooth supply of housing, and promote the sound development of housing construction projects (Article 4-2 newly inserted).
