Reasons for Proposal

With the recent 4th Industrial Revolution, innovative technologies such as information and communication technology, artificial intelligence, etc. are converging in the transportation sector to open up a completely different era of mobility, and a maximization of mobility that is customized from the perspective of consumers rather than from the perspective of a supplier of uniform routes and times is being emphasized. 

In particular, with the appearance of future services such as autonomous vehicles, UAM, etc., the quality of existing transportation services is improving as existing industries meet innovative technologies to turn to automatization and platformization, and the importance of this mobility industry as the basis of the national economy and a key growth engine in the future is standing out.

However, despite the rapid changes in the environment and conditions, various regulations in the traditional transportation sector have acted as obstacles to accommodating, fostering, and supporting new industries, means, and services, which made active response to change difficult, and government-led mobility policies were inadequate in producing results in response to the rapid pace of innovation in the private sector.

Accordingly, existing innovative services shall be unearthed to lead future transportation innovation and to guarantee the right of people to move, regulations shall be innovated to ensure smooth competition and attempts to incorporate rapid technological innovation into transportation systems and services, public transportation convenience shall be dramatically increased by allowing preemptive infrastructure investment, and private sector mobility innovation shall be supported according to plan.




Major Provisions


A. The Minister of Land, Infrastructure and Transport shall conduct a nationwide mobility survey every year to rationally establish and implement mobility policies, yet request data from city mayors and Do governors on the priority of the survey in their jurisdictions to conduct surveys reflecting local conditions and characteristics (Article 5).


B. The head of a local government shall establish a mobility improvement plan based on a national mobility survey every year and may implement mobility improvement projects accordingly, and the Minister of Land, Infrastructure and Transport shall evaluate them to provide financial support to outstanding local governments (Articles 6 and 7).


C. The Minister of Land, Infrastructure and Transport may designate a mobility support center to efficiently carry out and support various mobility projects, such as special regulatory cases and pilot projects for national mobility surveys and demonstrations (Article 8).


D. The state and local governments shall make efforts to create a mobility innovation infrastructure, and development project implementers shall establish mobility innovation infrastructure measures when implementing development projects of a certain size or larger. At the same time, the Minister of Land, Infrastructure and Transport shall review the implementation status of innovative infrastructure measures and, if necessary, recommend improvement or request correction from local governments or development project implementers (Article 9).


E. Move away from automobile-oriented road facilities and traffic operations to reflect mobility-friendly design principles and standards for safe and convenient use by all mobility users (Article 10).


F. Mobility-specific cities may be designated to activate mobility and support the mobility industry, and the Minister of Land, Infrastructure and Transport may provide necessary administrative, financial, and technological support (Article 11)


G. A person who intends to conduct a project for the purpose of testing and verifying a new mobility means may apply to the Minister of Land, Infrastructure and Transport for a special regulatory case for demonstrating mobility in cases where there are no criteria, standards, requirements, etc. in the relevant laws for permission or where the existing regulations are not applicable. And in this case, the Minister of Land, Infrastructure and Transport shall approve it after deliberation by the Mobility Innovation Committee (Articles 12, 13, 14, etc.).


H. The Minister of Land, Infrastructure, and Transport may conduct pilot projects to promote the use and distribution of mobility means, services, and technologies, incorporate them into actual traffic, and provide support to participating local governments, private enterprises, etc. (Article 16).


I. The Minister of Land, Infrastructure, and Transport may request the provision of or linkage to data held by the heads of relevant central administrative agencies, heads of local governments, etc. to vitalize the utilization of mobility-related data (Article 17).


J. The State and local governments may provide support for education and training, development and dissemination of education programs, etc. to foster professionals necessary for the vitalization of mobility services and the support of the mobility industry (Article 18).


K. The existing transportation infrastructure, spatial structure, etc. shall be made available to be utilized as a basis for mobility innovation and vitalization, and the integrity of existing urban and architectural systems in preparation for changes in spatial structure due to mobility innovation shall be secured (Article 19).


L. A Mobility Innovation Committee shall be established at the Ministry of Land, Infrastructure and Transport to deliberate and resolve on granting special regulatory cases, etc. to demonstrate mobility, and to recommend improvement, etc. of related laws and regulations (Articles 20 and 21).


M. Mobility business operators, etc. shall be allowed to establish mobility associations to collect and analyze mobility-related information, suggest policy proposals and institutional improvement proposals, and conduct education and training (Article 22).


N. Enable administrative, financial, and technical support for mobility activation and support (Articles 23 and 24, etc.).
