Reasons for Proposal and Major Provisions


The current law stipulates permission, completion inspection, safety inspection, self-safety management, measures in case of an accident, etc. for the safety management of tramway facilities.

However, due to the recent increase in old cable car facilities, operation accidents such as ski lifts going backward and monorail trains rolling over have occurred more frequently.

In addition, there is an urgent need to improve the safety management system, such as the lack of safety verification procedures when replacing major parts such as old facilities and vehicles that have operated for more than 10 years, and the absence of an information management system that systematically manages permission, inspection, boarding information, transportation accident information, etc.

Accordingly, a thorough safety inspection system is introduced to secure the safety of facilities over 10 years old, safety inspections are required when major facilities are replaced, tramway transportation accidents and operational disturbances are clearly distinguished, and major accidents and operational disturbances are reported to local governments as well as the Ministry of Land, Infrastructure and Transport when they occur.

In addition, an information management system that can comprehensively manage safety information of tramway facilities such as facility information, accident information, inspection results, etc. is established so that the safety of tramway facilities and users is secured by strengthening the safety of track facilities (Articles 2, 12, 19, 25 and 26-2 newly inserted; Article 32).
