Reasons for Proposal and Major Provisions

The purpose of this Act is to determine the rights and responsibilities of youth and the duties of the State and local governments for youth, and to provide for basic matters related to the establishment and coordination of youth policies, youth support, etc.

To achieve this goal, systematic and comprehensive support for youth is necessary, but the participation of youth in the policy-making process is still insufficient. Effective youth support is difficult because there is no basis for support for institutions or youth organizations to efficiently promote youth support projects, and it is difficult to efficiently implement policies due to the lack of legal basis for the system for processing, sharing, and linking information related to youth policy.

Accordingly, the heads of the relevant central administrative agencies, mayors of cities and governors of Dos intend to expand the scope of committees to appoint more than a certain percentage of commissioned members as youths, establish the basis for support for youth organizations, youth facilities, etc., and establish the legal basis for the designation of youth support centers and the establishment and operation of a comprehensive information system for youth policy (Article 3, Article 6 (1), Article 15 (2), etc.).
