Reasons for Proposal and Major Provisions
Under the current Act, the display of advertisements, etc. is entrusted to Presidential Decree, which stipulates that the letters of advertisements shall, in principle, be written in Korean alphabet in accordance with the Korean alphabet (Hangul) orthography, the rule of Romanizing Korean words, the rule of spelling foreign words in the Korean alphabet, etc., and when written in foreign letters, they shall be spelled side by side with the Korean alphabet, unless there is a compelling reason not to do so.
However, it has been pointed out that the relevant regulations are not so effective that a large number of signboards in foreign languages such as Japanese and English are installed, damaging the landscape, cultural heritage, and historical and cultural environments in protection zones and historical and cultural environment conservation areas, such as around the palaces in Seoul and inside the Suwon Hwaseong Fortress.
Therefore, this amendment aims to protect cultural heritage and historical and cultural environments by obliging to obtain permission from the mayor, etc., when displaying advertisements that are displayed or installed in/on cultural properties, protected objects, protected areas, and historical and cultural environment conservation areas in foreign characters (Article 3 (1) 2).
