Reasons for Proposal


While the Special Act on the Establishment of Jeonbuk Special Self-Governing Province, etc. was passed last December, and Jeonbuk Special Self-Governing Province will be officially launched in January next year, the current Act does not include key elements required for its stable and successful launch as a special self-governing province.


While the Special Act on the Establishment of Jeju Special Self-Governing Province and the Development of Free International City, which was enacted in 2006, was amended and passed with more than 300 provisions and the Whole Amendment to the Establishment of Gangwon Special Self-Governing Province, etc. increasing the number of provisions from 25 to 84  was passed in the plenary session of the National Assembly on May 25, 2023, the Special Act on the Establishment of Jeonbuk Special Self-Governing Province, etc. has only 28 provisions with the basis for establishing a special self-governing province and the organization of the support committee, which is pointed out as nothing but superficial.


In this regard, this Whole Amendment aims to prepare devolution and special provisions, such as promoting specialized local industries related to Global Life Economic City, a vision for Jeonbuk Special Self-Governing Province, and cultivating talented international individuals, preparing a local immigration scheme to respond to population decline, and reinforcing self-governance and pursuing balanced development, to ensure that Jeonbuk Special Self-Governing Province is launched as a special self-governing province undeniably guaranteed “self-governance.”
