Reason for proposal and main contents
As technological advances have accelerated greatly in recent years, a growing number of people with disabilities, elderly people, and other vulnerable groups are experiencing difficulties in using smart information services and technologies due to their complex and difficult-to-understand interfaces and features with limited accessibility.
In order for the people with disabilities and senior citizens etc. to enjoy the benefits of smart information services and technologies by utilizing them without any inconveniences in their daily life, it is necessary to provide services that are tailored to the characteristics of the users. To that end, it has been suggested that the government should actively address the problem of the information gap by systematically identifying the actual provision and use of smart information services and technologies.
In response, the proposed revision aims to contribute to the realization of an equitable intelligent information society by requiring periodic surveys to be conducted on accessibility and convenience of the disabled and the elderly in using smart information services and technologies and to reflect the results in improvements of the relevant laws and systems (Newly established Article 46-3 of the draft).
