Reasons for Proposal
The current Act prescribes that the Minister of Environment may determine and publicly notify matters relating to standards for performance and installation of soundproof facilities and matters necessary for follow-up management, etc.
However, there is a need for measures regarding certain soundproof facilities since bird collisions with them frequently occur or wildlife passages are blocked, creating ecological disturbance.
Accordingly, this Amendment aims to include in the Standards for Installation, etc. of Soundproof Facilities necessary matters for protecting the ecosystem including preventive measures for bird collisions, securing of wildlife passages, etc., thereby preserving the natural environment and helping people and wildlife coexist in harmony (Article 40, paragraph 3 newly inserted).
Major Provisions
Include in the Standards for Installation, etc. of Soundproof Facilities necessary matters for protecting the ecosystem including preventive measrues for bird collisions, securing of wildlife passages, etc. (Article 40)
