Reasons for Proposal
Recently there have been quite a number of cases where vocational educatees and trainees in school were killed in accidents under on-the-job training and committed suicide due to work overload. This has provoked criticism that there is a need to examine and improve the on-the-job training conditions and environment for vocational educatees and trainees in school.
Some suggest that the heads of thte schools proactively supervise whether on-the-job training is carried out in an appropriate manner since vocational educatees and trainees in school are still students.
Accordingly, the Amendment prescribes that where vocational educatees and trainees in school receive on-the-job training, they, along with the heads of the on-the-job training industries, shall keep an on-the-job training log, etc., and submit it to the heads of the vocational education and training institutions, who shall review such log and take necessary measures to create a suitable environment for on-the-job training (Article 9-6 and Article 27, paragraph 2 newly inserted).
Major Provisions
The Amendment stipulates that heads of on-the-job training industries who have entered into an on-the-job training contract with vocational educatees and trainees in school shall keep an on-the-job training log and submit it to the head of the vocational education and training institution concerned (Article 9-6).
