Reasons for Proposal
Recently, there were large fire outbreaks, causing massive loss of lives and property. This has created a greater demand for education on relevant knowledge and skills to prevent and effectively respond to fire outbreaks, thereby minimizing the incidence of fires and damage caused by them.
However, the current Act only prescribes that daycare centers, kindergartens and schools shall provide eduction and training on fire-fighting and safety for young children and students, which does not reach out to ordinary people.
Accordingly, this Amendment aims to require the employer of a business or workplace under the Labor Standards Act to provide mandatory education and training on firefighting and safety for his/her employees; and imposes administrative fines for violation, thereby encouraging more people to receive relevant education and training to prevent and properly respond to fire outbreaks (Article 17-6 and Article 56 (1) 2-2 newly established).
Major Provisions
Require the employer prescribed under the Labor Standards Act to educate their employees on fire-fighting; and establish a penal provision for levying an administration fine for violation; Provided, however, that the feasibility of a new regulation shall be checked
