Reasons for Proposal

Although not all games that sell “probability items” are classified as speculative games, they have a mechanism similar to that of speculation in that the outcome of a probability item is randomly determined.

In addition, since there is a possibility of arbitrarily converting the items into money by the game users, it cannot be concluded that they are not speculative.

Therefore, the Korea Association of Game Industry has been monitoring whether the probabilities of probability items are disclosed from the first to the last day of every month by introducing the Voluntary Restriction of Probability Items in 2015, and guiding the disclosure of individual probabilities for probability item results and the display of probability information on in-game purchase screens so that users can easily recognize them.

Among the 15 game products (three online games and 12 mobile games) that did not comply with the Voluntary Restriction of Probability Items recently released by the Korea Association of Game Industry, only one domestic game company was included, and most games on the list were from China and other foreign countries.

The Voluntary Restriction of Probability Items is causing a “reverse discrimination problem” in compliance with the voluntary restriction between foreign game companies and non-member companies of the domestic game industry association (i.e., overseas game companies vs. non-members of the domestic game industry association vs. members of the domestic game industry association), and there is still a problem with overconsumption and encouraging speculation.

Therefore, this amendment aims to establish a healthy game culture to help game users make reasonable judgments for themselves and contribute to the promotion of the game industry by providing information on item probability information to game users if there is a probability item in a game (Article 2, subparagraph 11 and Article 33-2 newly inserted).
