Reasons for Proposal

The current Act makes it mandatory to inspect the safety of containers prior to filling and fill liquefied petroleum gas in containers that meet applicable standards and allow for delegating inspection to an inspection agency if required to efficiently manage containers.

Nonetheless, it is suggested that it would be necessary to inspect the safety in advance and fill tanks that are fixed in motor vehicles.

In this regard, this Act aims to make it obligatory to inspect the safety of tanks fixed in motor vehicles prior to filling and fill the petroleum gas in tanks meeting applicable standards and allow for delegating inspection to an inspection agency if required in an effort to prevent accidents and ensure public safety (Article 32 paragraphs 2 and 3 and Article 71 subparagraph 5).
