Reasons for Proposal

Since the current Act has provisions that ease the hiring of safety and health officers, it causes a serious obstacle in hiring them and is making it difficult to promote the prevention of industrial accidents and occupational diseases at industrial sites.

Recently, the need for health officers in all industries is greatly increasing due to COVID-19 control, and in particular, in the case of the construction industry where industrial accidents frequently occur, there are a lot of elderly daily workers, so preventive health management within enterprises is urgently needed.

Therefore, this amendment aims to delete provisions related to excessive deregulation for enterprises related to occupational safety and health to hire health officers in accordance with the provisions of the Occupational Safety and Health Act in order to strengthen the prevention of occupational diseases and health management (Article 29 (4) 3 deleted).
