The Current Act prescribes that the Minister of Land, Infrastructure and Transport shall execute the building energy efficiency grade certification system and zero-energy building certification system, and that green buildings including certified buildings shall be maintained and managed to meet the current Act.
In relation to this matter, in order to improve the energy performance of buildings through the certification system and expansion of green buildings and to maintain the effect of green gas emission reduction, continuous check and management are indicated as necessary so that certified buildings maintain their performances after certification, too, and green buildings are maintained to meet the current Act.
Therefore, the aim is to let the Minister of Land, Infrastructure and Transport survey certified buildings whether they are maintained to meet the current Act and satisfy the certification standard and, depending on the result, make orders of corrections in order to contribute to the maintenance of actual effect of green building and energy grade certification (Establishment of Articles 15-2 and 17-2 of the draft).
